New documentation

Merged Jannis Wolf requested to merge new-documentation into main

The documentation is now hosted in gitlab pages.

This merge adds:

  • docs folder containing the files for a py mkdocs site
  • a gitlab ci/cd pipeline file
  • updated top folder readme
